i think it came about when ford introduced the 302 cu. in. 5.0 Liter engine in there police cars hence the name five O. they at at the time were very close in performance to the camaro, firebird, etc. of the time before that it was hard to keep up with a lot of things but after that it was more easy to catch them. so they new if they couldn't lose them then it must be a five O engine in the cruiser behind them.

There is not a gear in the engine, they do have a speed limiter in the computer. Also some older automatic transmissions have a "governor" to adjust shift points.
