∙ 12y agoWell, I beat it by using the Red Gyrados I caught at the Lake of Rage. It learns Ice Fang eventually and ice attacks are supereffective against dragons. Other than that, just try to teach your best Pokemon you can ice attacks (Blizzard can be bought on the third flour of the goldenrod department center) or beef up a dragon type.
