How do you beat lieutenant surge's gym?

1. It depends on what game you are in.

FireRed/LeafGreen

Do not use any water type Pokemon whatsoever, it will kill you immediately.

Train your starter Pokemon vigorously, even if it is water type

Get some sort of Pokemon with a good defense (you'll need it)

BE SURE TO GO TO A POKEMON CENTER!

Buy some potions while you're at it.

If you can't get it still, try buying the guide.

2. After you beat the trash can puzzle (The first switch is always random and the second one is always one of the directly adjacent ones), defeat Lt. Surge by using a rock or ground type. Geodude, Diglett, and Sandshrew are the best because they are easily available. Teach them dig, magnitude, earthquake, etc. to beat him like he's nothing. I used a lvl. 22 Diglett with the move dig and he never touched me once.

To fight Lt. Surge, use ground-rocktype or watertype Pokemon. If you are using water, make sure it is a one hit kill, or his electric Pokemon will damage your water Pokemon immensly. a good Pokemon to use would be wartortle, blastoise. another good Pokemon is sandshrew.
