The best way to get all the evolutions of Eevee are to 1: breed the initial Eevee until you have the required amount; 2: use the stones related to evolution or level them up during a certain time of the day. As far as I know, you can only breed an Eevee with a Ditto, as I myself have been unable to find a wild Eevee. You can find a Ditto (which has no gender) after you beat the Elite Four.
