You cant make a Pokemon fusion in Pokemon lake But u can find them. To get Fusion Pokemon you have to take care of 15 Pokemon in Pokemon centre and have to win all the gym badges. Then after doing all this go to the Secret Area and u will come across lots of Fusion Pokes.

Fusing pokemon has only recently become available and only for Kyurem with either Zekrom or Reshiram. Using the DNA Splicers Key Item the player can fuse either pokemon to Kyurem creating either Black Kyurem or White Kyurem.
