Like if you ever had drawing courses,you need to learn how to shade before you start out drawing anime. Drawing anime is like other forms of arts,but more SIMPLIFIED. Instead of drawing floopy looping heads in the mid-air when you're sketching,you should start drawing a full-body. And don't forget the anatomy and the perspective. The concept is also important. And the neatness of the drawing has to be taking over consideration. Never have I read A "HOW TO DRAW ANIME BOOK" and I know how to.It's just the basics.Kinda like a root.

Since this question is in the anime and cartoons section, I take it you mean anime/manga after school clubs. I think theres no particular answer to this, but In my opinion, I think they have after school clubs for fun!Especially anime/manga clubs, since you get to do something you really like and enjoy doing.

To fully answer this question I would have to know what your difinition of 'anime skills' is. If you mean general knowledge about a variety of anime and their content or anime terminology then i suggest you watch alot of anime or look at anime related sites. If you mean your drawing skills then i suggest you either purchase or borrow some 'how to draw manga' books. There are plenty out there however some of them are trash so i suggest you get a good one. I really don't know what it is that you are after but I hope these helped... XD
I did not understand your question, however Anime is something you watch.You can always draw anime on paper with crayons or colored markers. Pencil gets messy (for me).drawing a pic is not anime.it is a pic about anime.DIFFERENT PERSONMaybe you mean animate?
