You can't 'enter' a bank as a civilian. You have to rob it.

Beside the general store there is a bank. Look for it. At night 'take cover' under one of the windows. One of the buttons (I don't know what it will be for you because of what console you play on) will allow you to break the window. You may get spotted for this and there may be a witness. Run up to them and pay them off. (The game will prompt you what button to press). Go to the back and back there there will be 2 chests and 2 safes. The safes will give you instructions on how to open them. You may get a witness for any/all of these containers. Go up to them and pay them off.
