∙ 12y agoYou need to bring its beauty to the max,like entering into beauty contests and feeding it certain poffins to enhance its beauty,it will then evolve.I'm not sure if has to be at night or day so I'm sorry.Good Luck!

∙ 13y agoGive it enough haircuts in Goldenrod underground or massages from Daisy Oak in Pallet Town. Both of these events raise its beauty (beauty cannot be seen in HG/SS). When feebas's beauty is maxed out, it will evolve after growing a level.
(Edit)- I know we all want to have Milotic... one of the coolest non-legendaries out there. After some long time spent looking the easiest way for me was to: 1. Get a Febass, duh! 2. Go to the Goldenrod Tunnel and go to the man who gives haircuts behind the desk. 3. Talk to him and give Febass a haircut. 3. When he is done save and turn off the DS. Go into the preferences and set the date two days ahead. Then change the time to 23:59. Save time and date settings and turn off the DS when it asks. 4. Load the game and go into pokegear-the radio stations- and wait for it to say 00:00. When it does talk to the haircut man again. 5. Repeat steps 3-5 11 times, including the first time you gave him a haircut. He should evolve at the next level.
P.S. It does not need to be a girl to evolve!
