you need to raise it beauty by feeding ita lot of poffins that are made in hearthome city and it will evolve into a milotic in Pokemon diamon pearl and platinum.

in others you use pokeblocks.

yes you raise it's beauty but its to the max. You need to use Dry berries. if you cant tell if its dry or not look at the tag. once the beauty is right there beside max or maxed out you evolve it by battling or give it a rare candy. (rare candy recommended).

In Pokemon Diamond, Pearl, and Platinum, you will need to max out its Beauty stat for the contest. To raise its Beauty stat, you will need to make Dry flavored Poffins and feed them to your Feebas. Make sure it has a Nature that does like Dry flavored Poffins. Once you have maxed out its Beauty stat, you'll need to level it up at least once to evolve it.
