You could download the or record the episode of a show of some sort and then you could take out the audio and put in yours. But, you need a recording device of some sort. If you have a laptop that has a built in microphone, that works. Or if you have a desktop, you can use a microphone. You need a program of some sort to work in, like Sony Vegas, and you could take out the audio. Some programs, can take out the voice but leaves in the sound effects.(which is the best recommened)

If you mean the AnimeFreak fandub, no-one knows except those who made it! The actor that voices Takumi Usui said that he (or perhaps she, with a voice changer?) doesn't want any information about them made public, so... it's a huge mystery. Not the most useful answer, I grant you, but at least now you know you're not missing something obvious. I'll update if any more information comes to light.

You can use a recorded voice to dub over voices and other sounds of various anime. People usually upload their works to Youtube, just be careful of copyright.

Do you mean make your own fandub or audition? either way to dub an anime or cartoon this is what you do: You need the right programs, the most basic video editing tool most fandubbers use are windows movie maker, next you'll need a program to record your voice, audacity is free and is also mostly used by fandubbers, then of course you'll need your videos. you can get them via clipnabber.com, all you have to do is copy the URL of the video on youtube then paste it on the clipnabber's bar. then download the file, if it doesnt work on your movie maker, then it maybe the wrong file type, so try downloading a converter. I prefer xilisoft, and convert the file to mpeg1 (sometimes wmv files don't work either) and once you have your video in place on the movie maker, mute the audio from your video, so that only your voice can be heard. once that's done publish your video and upload that file on youtube :D hope that helped :D
