There are several good programs out there for out of control teens. If you have the money to pay for it. But if not, you can do some other things to bring him under control, it's called Tough Love. You have to come down harder on him than you have ever done before. Here's a few suggestions and its all legal. Now, Child Welfare doesn't approve but there's nothing they can do about it as long as the child has food to eat, clothes to wear and is healthy. This is what we had to do with our son: We started by cleaning out his room and locking everything up: Favorite Clothes. Games. Movies. Play Station. Television. Computer. We changed all the locks inside the house: Our Bedroom. The Spare Room. The Garage, were locked form the outside. Giving him access to his room, the living room, the bathroom and the kitchen. We took his door off his hinges of his bedroom and periodically did a random Sweep of his room. Dumped his drawers and threw out anything we did not want him to have. He was literally on Lock Down for months.

If the grandparents have had custody the parents of the child have to pay them child support. If you by child care mean daycare that is also the parents who pay for that.

the child is not a material thing to be sold. the child stays with mum, providing mum is fit to take care of he/she. Dad gets to see the child, providing the dad is not violent/abusive/unstable etc
