To unlock Sasuke you need to first do story mode and complete it. Next, you buy the characters that are in Extra when you beat the story mode. Fight a little more on VS Mode. Go to the main menu and check if you got stuff in Extra. Then, Sasuke is there you just have to buy him. I think he is 42,000 ryo.
