Togepi is only obtainable through trade from Firered or Leafgreen Pokemon versions. To obtain Togepi in said games, travel to Five Island (Chrono Island) or Six Island (Fortune Island) and surf North until you come to a small patch of land in the middle of the sea. There should be a man on that patch. Go up to him and talk to him and he will give you a Togepi Egg. Walk with that egg until it hatches to get a Togepi. To get Togepi on Pokemon Sapphire, Ruby or Emerald versions; simply trade it from Leafgreen or Firered.
In between the fight area and resort area(use poke radar) rout 230 I think.
