How do you get Uberkarp?

Uberkarp, in itself, doesn't exist as a Pokemon... However, it does exist as a term and a Pokemon myth, thus you cannot "get" an Uberkarp.

The closest thing to an Uberkarp is a Magikarp, which, in itself, is a really bad Pokemon, however, it can evolve into a Gyarados, a really powerful Pokemon which is beneficial to any team.
