I tested it on my platinum game and it took me 11,475 steps to hatch my gible egg i don't know if its the same for dimond or pearl.
Make the Gible hold a Lucky Egg or an Exp. Share, set it first in the Party, get a high leveled Pokemon, preferably Lv. 100, and battle the Elite 4. When battling, set the battle style to "Shift", send the Gible out, call back, send out the high leveled Pokemon, defeat the Pokemon, and switch the Gible out, and repeat. The Gible will train faster if it was traded or if it was traded from another country with a different language (Like a JapaneseGible). The reason the Pokemon should be Lv. 100 is because it cannot earn any more Exp. and so more Exp. is given to the Gible.
It is not possible to get a Lugia egg in Pokemon Diamond. It is generally impossible to get an egg of a Legendary Pokemon the only exceptions being Manaphy and Phione.
Manaphy is obtainable in Pokemon Diamond if you also have a copy of Pokemon Ranger. The game Pokemon Ranger is able to communicate with Pokemon versions; Diamond, Pearl, Platinum, HeartGold and SoulSilver to transfer a Manaphy Egg to them. This Egg can be hatched like any other Pokemon Egg.
There are no Shuppet eggs in Pokemon Diamond.

The Gible, Gabite, or Garchomp has to be a female with a Ditto or with its same Egg Group in the Daycare. Its Egg Group is Monster and Dragon.
