First you have to see him at the Pokemon fan club (in vermillion city) and latios will start roaming the kanto reigon then, after beating red (at the top of Mt. Silver) you go to Silph Co. and Steven SHOULD be there.
P.S. If you didnt know, Steven is in the Kanto region.
