okay first go to the mt. coronet peak (the outside right before spear pillar) and just roam in the grass its pretty rare (catch rate 5%) but have a little patience and u should be able to catch it. when you also go up the first set ok rock go up again and catch one i just caught on for the elite four so lvl 38 male so good luck near the rock:).
