You can get all the starters in various ways. When you get them they are all level 10.
The first one that you can get it bulbasaur. In Cerulean, there is a house with a girl and three Pokemon. I believe it is near by the Pokemon center. Go inside and beside her will be a bulbasaur that she will give to you. However you will have to have a very happy Pikachu with you, or else she won't give it to you.
The second one that you can get is also in Cerulean. Go up Nugget Bridge (after defeating the trainers), collect your nugget and walk around the top there until you see a boy on a sort of ledge thing. Talk to him and he will give you Charmander.
To get Squirtle, you have to go beat Lt. Surge in (Vermillion?). Once you do that, there will be a person standing in the middle of the city. Talk to her (Officer Jenny) and she will give you a squirtle that has been misbehaving.

Then... Viola! you have all three!
