How do you get electoriser?

Where in Pokemon platinum is the electoriser?

the electirizer is sometimes held by wild electabuzz, which are found in front of the fuego ironworks ( if you dont know where that is than just surf on the river by the windworks until you come to a big building.) you can also find one somewhere in the wild but i forgot where.
