MAKE SURE THAT THE ELEKID IS CARRYING AN ELECTRIZER (50% chance in Diamond, 5% in Pearl). Evolve the Elekid into Electabuzz at level 30. Then, equip the Electizer on Electabuzz and trade it to someone you trust. It should evolve into Electivire. Trade it back and you have your pokemon.
