Okay you can find a TM for the move flamethrower in a place called fuego fire works, which is located Right near Floaroma Town and Route 204 also if you have a fire type pokemon as he/she levels up they will learn the move flamethrower (the level a pokemon learns flamethrower are all at different levels for each fire pokemon).ENJOY!.
