After defeating brock in pewter city,go to mt moon. Travel until you reach and fight a scientist who has two fossils. He will offer you only 1 fossil. Take the helix fossil and after defeating other 6 trainers you will reach cinnabar island to fight blaine. There is a pokemon lab where you can then turn the fossil back to life.
