You need to get the National Pokedex first. Then go to Victory Road and you will be able to enter a new part of the Victory Road that you couldn't access before obtaining the National Dex. There will be water in this new area. I can't remember whether you Surf or fish, but you have to search for it in the water of the new area.you have to surf but there is only a 10% chance and a 90% chance for a golbat.
