you must import it for one of the gameboy advance games that has a rayquaza on it. to do this, put the game with rayquaza ( make sure you have 5 other Pokemon) in the gba slot. now beat the game and get the national dex on pearl or diamond. then, go to sandgem and surf to pal park. save and go to the main menu. select import gba Pokemon or whatever its called. now in the PC, select your 6 Pokemon and there you go.
