In pearl , The magbys around stark mountain should have a 50% chance to be holding one however on diamond the percentage is only 5% You could use action replay codes or if you have leaf green slot it into your Gameboy slot and go to stark mountain. You will then find that all the magbys will be holding it. I have also heard there is one one Route 214.
