sunburn is caused by ultraviolet waves coming through the earth's atmosphere from the sun. Clouds offer little to no protection from these ultraviolet waves, since they can still penetrate the cloud cover. When UV waves come in contact with your skin for extended periods of time, they can cause sunburn, even on a cloudy day.
