You go to route 209 just below Solaceon Town, there there is a sematery building that is tall and grey. Once you go in there, go to the 4th floor. There, there are two old women. The one on the left gives you the hm strength, the one on the right gives you a cleanse tag.
You can find HM Strength south of Soleacon Town at the top of the Lost Tower. One of 2 ladies at the top gifts you with this.
