The Harbor Key doesn't exist as an item in the Pokemon games. There is a key event item related to a Harbor called the Member Card. The Member Card is an event item needed in Pokemon Platinum to access the Island containing Darkrai. It is currently not possible to legitimately obtain the Member Card as the events distributing it are no longer held for Pokemon Platinum. The only way to get the Member Card is to use a cheat device.

I think I remember hearing it was Lake Placid, New York For the movie with Fred and Bing, the inn was a set built on a paramount lot for that movie and was later used for Irving Berlin's White Christmas with Bing and Danny Kaye. The setting for the inn was in "Midville Connecticut-open holidays only", which does not exist from what I understand. Perhaps some of the other shots in the movie was at Lake Placid.
