Sorry,but torchic is one of the many Pokemon that you can't catch in soul silver or heart gold.
That's wrong after beating the kanto gym leaders and beating red at mt silver you can go to silph co and find steven there( after talking to him at the pewter city museum) and he will offer you 3 different stones, red= torchic, green= treecko, and blue= mudkip.
After beating Pokemon trainer red on the mountain between Johto and Kanto, talk to steven at Silph co. and he will ask you ask you to pick a red, blue, or green stone.
Red is torchic, blue is mudkip, and green is treecko

∙ 10y agoFirst, beat Red (aka Ash) at the top of Mt.Silver. Then go to the sliph building thing in Saffron city and talk to Steven Stone. He will then give you one of the hoenn starters. If your looking for a certain nature, and/or gender, save before talking to him so you can get the one you want =)
Oh, wait. Steven Stone will ask you what stone you want or whatever.... Red is torchic and I'm guessing blue is mudkip and green is treecko
Someone told me this but after you beat red (red is at the peak of mt silver and he has a lv 88 pikachu) but after you beat him you go to silph co. and talk to steven and he will let you choose 1 of 3 starters

∙ 13y agoAfter getting 16 gym badges and beatin red, go to a massive building in saffron city called silph.co you will see a person at the counter with greyish hair he says pick a coulored stone:
red= torchic
green=treecko
blue=mudkip
Remember to have a spare slot in your party.

∙ 12y agoAfter you beat all 16 gyms and beat Red as well go to Silph Co. in Kanto and the man there will let you pick one of the three Hoenn Starters- Torchic, Mudkip and Treecko. If you go to professor Oak too he will let you pick one of the three Kanto Starters- Charmander, Squirtle and Bulbasaur. Hope I helped.

∙ 12y agogetting torchic in Pokemon soul silver is a bit irritating, you have to of beaten red who is on top Mt. silver which is a bit annoying for some people, but then you go to saffron city and got to the silph co. which is hard to miss, go inside and talk to steven and he will give a speech and then ask: which will you pick, red= torchic, green=treecko and blue=mudkip, hope i helped. :)
