There are two ways. 1.If you talk to Dawn/Lucas sister, she may say There are hordes of Zigzagoon in Route 203!(or 202...something like that.) Go there and you will find... well, Zigzagoon! 2. Catch a wild Zigzagoon in R/S/E, put it in the PC and migrate.Hope this helps.
P.S: You can only do this if yiu have The National Dex! Or you can just trade with someone who has one.
