You need to advance the storyline. There are several people blocking roads in the game, and in each case, you have to do something else first. If the person won't talk to you, try going back and talking to the last person who gave you a gym badge, or doing anything that one of the other characters told you to do. Then, when you've solved whatever problem it is, they will let you continue.
