you have to beat the elite 4 and go to olovine city. you ride the boat and you have to play hide and seek with a girl. after you find her with the captain she is on the first level on the east side. OH! i forgot u also have to wake up a sailer and you beat him in a battle.you do the sailer thing first after all of that you leave the boat andyou are in vermilion city.

∙ 12y agoYou cannot go to Hoenn in Pokemon HeartGold. You can only go to the Johto region and the Kanto region. To get to the Kanto region, you must travel by boat. Other than those two regions, you cannot go anywhere else.

∙ 10y agoYou are only in the Hoenn region in Pokemon Ruby, Sapphire and Emerald. You cannot access Hoenn in any other games.
In Heart Gold and Soul Silver, the Hoenn Sound (playing on the Pokemon March Station on Wednesdays, after acquiring the National Dex) will make Hoenn Pokemon appear around Johto and Kanto as wild Pokemon.
You can't go there in soul silver or heart gold but you can catch groudon in soul silver and kyogre in heart gold by the safari zone and if you have them both on one game by trading you can catch rayquaza at the same place if you get the jade orb off professor oak by showing him kyogre and groudon.
