Well yes there is a way but I don't think your GBA supports Pokemon Platinum (or PP)

No because the Dolphin Emulator is for Gamecube and Wii games. With a hacked Wii/Gamecube you can load up a homebrew emulator which is the VBAGX which is essentially no different than the Visual Boy Advance emulator for PC/Mac. If you want to load GBA roms download the Visual Boy Advance emulator.
You need to obtain an emulator ffor the Nintendo DS, and then find a ROM for the emulator (obviously that ROM being Pokemon Platinum in this case). The ROM is essentially the game cartridge, so you load it in the emulator. Do be wary that they are essentially illegal unless you actually own the game, blah, blah...
your ds emulator should have a option where you can load a gameboy game in the bottom slot(or so to speak) than you have to go to where you can catch transfered pokemon like in diamond and pearl.

First load the game, and then click on the enlarge button a few times and it should enlarge the screen! or right click on the nds emulator icon, go to property and put run as 64 screen
A SGM file is created when you Save a State using the VBA emulator to open this file you need to load the Firered game onto the VBA like normal then go under File then Load State a window will appear to the right showing all the States you have created select the correct State you want to load by clicking on it then the emulator will load up that State.
