Pokemon never stop obeying you. No matter what level. My Infernape is a level 86 and is still obeying me. The real question is what level do they start obeying you?
If you caught a Pokemon yourself, it will never stop obeying you. If you obtain a Pokemon from another person through trade, that's another story. It depends on how many Gym Badges you have. The more badges you have, the higher the level will grow that Pokemon will obey you at.

Certain gym badges allow you to use Pokemon of certain levels without them disobeying. So you either deal with them disobeying or you get all the badges you need.

Anyway, just like with all other pokemon, you will need to get some more gym badges. Certain badges make pokemon of a higher level obey you. For example: getting the second gym badge will make pokemon up level 20 (maybe 30, i can't recall) obey you. This has no effect on pokemon you caught in your own game, they will obey you regardless of level and gym badges.

1.There is a Pokemon center just in between the 1st and 2nd gym by a cave. 2. Go into the Pokemon center and talk to the fisherman. The fishermen will then give you an old rod. 3. Go to any waters edge and walk right up to it. 4. Use the old rod. Alternatively later on in the game you will obtain the HM "Surf" teach this to a water type Pokemon and then surf on any water to encounter random water Pokemon just like walking in the grass. Get a water type starter, trade from another game (Not recommended as if the traded Pokemon is over leveled and you don't have enough badges it will not obey you.)
In my opinion, once you finish the game, put the Pokemon you want to level up in the front and switch to a better Pokemon when doing the Pokemon league. This way, the Pokemon in front is guaranteed about 1000 or more exp. If you haven't beaten the league yet, fight every trainer in the game. If you really did that already, then fight some high level Pokemon in the wild. There are some high leveled Pokemon in the cave that mewtwo is in and all over the place. rare candies are an okay idea but when a Pokemon levels up with a rare candy, it will be a little weaker than it would be if it had leveled up with exp.

go threw the whole maze sorta thing and u also need rock c limb so if u don't have that with u u wont make it >.< so yea at the top as some of u all know you'll meet Red and u better have Pokemon over lvl 88. lvl 88 is his pikachu and its the highest leveled Pokemon he has >.<)
Yes..... you can use Magnezone in Pokemon soulsilver if you don't have the national dex..... but make sure that you have enough badges for it to listen to you or it might not attack because it is over leveled and you have to little badges.
