Firstly you need to make sure you've got a valid online pass. These are given to you in the retail box, but are sold seperately on the PSN. Also if you buy a second-hand retail copy from someone who has already used their online pass code, you will need to get an online pass from the PSN.
Once that's all set up, LBP PSVita should connect to the PSN each time you boot it up. You can play online using the 'Dive In' option to randomly find a game, or look to see if anyone is playing a certain story or user-made level, you can join in, or start playing on your own and await a join request.
