By losing weight in general. Contrary to popular belief, there's no effective way to target one part of the body for weight loss. What you can do is toning exercises in that area that may tighten up the muscles a bit. You could also build up your calf muscles a little, too, to give the appearance of slimmer ankles. It could be that you're ankles are a little thicker than normal; it's nothing to be ashamed of. I'm sure people are seeing more in your than just your ankles.

Very little fatty tissue builds up on your calves; for women, weight typically goes to their hips and thighs, and for men it mainly goes to their bellies. It's pretty much impossible to gain weight just on your calves, and conversely, it's impossible to lose weight just on your calves. The best way to get curvy, shapely calves is through running.
