That can be a very precarious thing to do. They are called bosses because that is what they do; they take care of the working environment. In my experience, if you tell a boss that things need to change, you most likely will be the one to 'change' jobs. In other words, you run the risk of being fired. On the other hand, if you are very diplomatic, and your boss is sympathetic, then there may be a slight chance that the change that you want to suggest may actually be implemented. Good luck!
