The last ones i got were bondo and anbu kakashi...to get bondo yu have to buy every character in shop...to get anbu kakashi yu have to do everyone's first and last mission in MISSION LIST... :)

If it is anything like Naruto Shippuden Ninja Council 3, then you buy them on the map screen [if there is one]. Otherwise i would say just complete levels and you will get them.

You get sasuke by purchasing all the characters besides anbu kakashi, hidan and kakuzu. After you puirchase the other characters you will unlock sasuke but sasuke costs 45,000 ryo. Orochimaru and kabuto also get unlocked the same time you unlock sasuke. Kabbuto and orochimaru are 10,000 ryo each . Hope this helps
