If there is an update available then your PSP will start to download it. after it's done downloading it will bring out a Installation Wizard in which you have to agree to some terms.

It has a variation of the PSN. However it does not have the extensiveness that the PS3 Network has. I believe you can only do things through games. for example SOCOM, all your friends were stored on the servers and such when you log on the game. Now the PSN stores everything on your ps3, making it more like a computer and less like web-tv, if that analogy serves its purpose. =P
