I believe that a humidastat is an exhust fan that is triggered on/off by the relative humidity of the enviorment where it is located.
Nomally these units simply vent heavy moist air out of the lowest point of a building. Heavy, cool, moist air will find its way to the lowest point of an enclosed structure, such as a basement.
This moist air is conducive to the growth of mold. If the moist air can be vented out of the lowest spaces of a structure, drier air from above will replace it.
A dehumidifier will dry the air in a basement, but it is power hungry machine, something that never stops in the humid days of summer.
It is the cool walls of a basement that creates an air flow, drawing down humid air, to the lowest point of a structure. If that air from the lowest point, can be pumped out, better air will replace it from above.
A simple 'muffin' fan will move enough air to do this job, it will run on less the 1/2 amp, kinda like a 60 watt bulb, compare that to the electric bill of a dehumidifier.
Basically, you need an air pickup at floor level and venting at ground level outside. A humidisat could turn this devise on an off, or you could simply run it on a timer in the summer time when there is a problem, or maybe just let it run in the most humid days of summer...
