The bag sits on a table that appears to have one leg in the front and a beaded toy in the back. In actuality, the front leg covers the seams of two mirrors under the table, set at a 45 degree angle to reflect the toy that is off to the side. This creates a space underneath the table behind the mirrors where things can be hidden and not seen by the audience. A trap door in the bottom of the bag/top of the table allows things to be passed up from that space through the bag.
If Mary Poppins needed something, her carpet bag would have it. In the movie it held everything she needed to furnish her room. It worked with the typical Mary Poppins magic.

Carpet scrubbers work to clean a carpet by using cleaning agents designed to remove dirt from carpet fibers. The combination of the cleaning chemicals and the friction created by a scrubbing took get most of the dirt out of most carpets most of the time.
A carpet sweeper would probably work to get out but it will be a big hassle. It would be better to use a good vacuum cleaner.
You can get stain carpet remover and it comes out perfectly and if you don't have that try soap and water if that doesn't work then if your carpet is white you can use bleach but only if your carpet is white!!
