Display of an audio-visual work in public is one of the exclusive rights of the copyright holder, and the copyright law defines a public display as "to perform or display it at a place open to the public or at any place where a substantial number of persons outside a normal circle of family and its social acquaintances is gathered." It's up to the lawyers to determine what a substantial number is.
