It can depend on who you ask. The MPAA, American Film Institude and British Film Institute say that anything longer than 40 minutes is a feature film. The Screen Actors Guild though says it must be longer than 80 minutes. A majority of feature films run 70 and 210 minutes long.

It was going to be a movie. A company bought the rights to it, but left the project alone for too long and lost it, so, right now, there isn't going to be a movie.
