How long does it take for a roaming legendary Pokemon to come back after it faints in Platinum?

Well, sometimes a roaming Pokemon will come back right away. But, nobody really knows. Today I was just searching for Pokemon to train in Eterna Forest and I kept coming across a Silcoon. It was starting to drive me crazy. So this might be close to what your situation is, my suggestion (If you are trying to find a Pokemon roaming around more than once), just keep roaming around and searching in the same place and you will probably find it again.

That's the great thing about Pokemon Mystery Dungeon - if you lose a Pokemon after you recruit it, it goes back to the place you found it! Even legendary Pokemon return to their places for you to recruit again. Some Pokemon are exceptions - like Latias and Latios, but most of them can be recruited again.
