Shiny Pokemon are Pokemon you get out of luck or by cheating. The chances of getting a shiny Pokemon without action replay is 1 in 8192 chance and no if you hatch 8192 eggs the chances are still and always 1 in 8192. So if you really want a shiny Pokemon just keep trying and eventually you may get one but no matter how many eggs you hatch you still have a low probablility of getting a shiny Pokemon.
