I haven't researched... But I believe that Sweden feels that it doesn't have to be anything but neutral. It had no reason to pick a side. If it was forced, it would probably pick the Allies. For sure. However, Sweden has earned on being neutral and it is good that someone avoids war.
You would have to understand the many centuries of history of Sweden. They had warred with other nations and people groups for centuries. Like Switzerland, who had had fought with other nations for centuries too, they chose to be neutral before the war commenced. Both of those nations had been neutral nations for a long time. They were determined not to war again. The Swedish were neutral in "legal ways" but in reality they did help the Jews from Denmark by letting them escape to Sweden. The Swedish people hid these seven hundred plus Jews and Danes in their country. Nazis did enter Sweden for a short time but the King of Sweden kicked them out. They also took in Finns and Norwegians so Sweden did not stay truly neutral.

Why would Sweden apologize? Sweden had to give in to Germany to be able to stay neutral, and by staying neutral Sweden could do a lot of things that helped the allies and the Jew's of Europe. And Sweden did a lot of things to help the allies and took a great risk by doing so, Hitler wouldn't have been happy if he had found out that Sweden aided the allies behind his back.
In the previous century the Swedes chose to be "eternally" neutral. Their nation had been in too many wars. They chose to be neutral and stay neutral. During the war Nazis came into their country and the Monarchy had to get them booted out. They did help escaping Jews by allowing them into Sweden. They also helped Norwegians and Finns escapees.
