This is a tough question to answer at a specific level. To date (August 2012), there have been twenty-two official Bond films from EON Productions. If we are to assume that each film has one villain, then there have been 22. However, some of the films are more ambiguous as to who is considered a main villain. Here is a list of the villains who have appeared in the films:

1. Dr. No - Dr. Julius No (1)

2. From Russia with Love - Rosa Klebb (2), Ernst Stavro Blofeld was more of a background character in this film, and would thus not be considered a villain, and Red Grant was a henchman

3. Goldfinger - Auric Goldfinger (3)

4. Thunderball - Emilio Largo (4)

5. You Only Live Twice - Ernst Stavro Blofeld (5)

6. On Her Majesty's Secret Service - Ernst Stavro Blofeld (5, since he's the same character, albeit played by a different actor)

There have been 7 if you include Barry Nelson from the James Bond movie "Casino Royale", which came out in 1954, making Barry the original James Bond. And, if you include the Woody Allen spoof of James Bond also named "Casino Royale", featured about a dozen different people playing the part as James Bond(but I dont count that one).
