The Titanic was capable of carrying 64 lifeboats, which would have held more than the maximum allowed capacity of passengers. In order to create less clutter on deck, there were only 20 lifeboats stored. Only 16 of that 20 succeeded in being launched when the ship crashed and most were not filled to even half the capacity allowed.
