Technically, as many as can be fitted in a given classroom. Of course the question is at what number a class group remains manageable for the teacher. In many Western countries, the maximum number is usually considered to be 30 to 32. In developing countries much larger numbers occur per class, or several classes are fitted in one classroom. This often happens at the expense of learning results.
