About 60, I think the number is 64, but many of those "forts" were for local protection only. It would be like calling a bank a Fort. They were not intended to function as a military Fort would in a European war and were not staffed as a European Fort ready for war. They could handle local attempts to take them but even then only if the locals were not serious. They had the largest concentration of wealth in the area and needed protection.
The most known example of this would be the French attack on Fort Prince of Wales near today's Churchill Manitoba. Though the French claim this as a great defeat of the British military it was little more than showing up at a local store or bank with a tank, looting and claiming a military victory. Good myth though and many Canadians, particularly those who are anti-British, love it.

Maybe Conrad Black but historically the answer could have been The Hudson Bay Company, except back then there wasn't a Canada like there is today so the land they claimed was theirs. Also land in todays Canada is not always "owned" by Canada. Canada is a Confederation of many Nations and those Nations do own their own land.
